Weakness off the floor is often a quad and hip problem, since the initial break is a leg drive. Squats, leg presses, and pause squats add the leg strength that gets the bar moving from a dead stop.
If your hips shoot up first, the bar was too heavy for your legs or your setup was too high. Set your hips lower, brace hard, pull the slack out of the bar, squeeze your lats to keep the bar over midfoot, and drive with your legs rather than yanking with your back.
