Shrugging from a low pulley keeps your traps loaded through the entire range, from the deep stretch at the bottom to the squeeze at the top, with none of the slack a hanging bar allows at the turnaround. The cable's smooth pull also makes strict pauses at the top easier to hold, which is where traps actually get built. Never. Your traps lift your shoulders straight up and down, rolling adds nothing but grinding for your shoulder joints, so shrug vertically, pause, and lower to a full stretch.
