Starting with the handle pulled across your body, the low cable loads your side delt from the very first degree of the raise, the zone where a dumbbell just sits there weightless. The arm sweeps out to shoulder height against a pull that stays even the whole way, one side at a time. If your lateral raises are all top half, this fills in the missing bottom.
Dumbbells are hardest at the top and nearly free at the bottom. The cable's sideways pull keeps the delt loaded through the entire arc, especially the stretched start across your body. Many lifters run cables for strict tension and dumbbells for convenience.
You are shrugging as the arm rises or going past shoulder height. Keep your shoulder pressed down away from your ear, lead with the elbow, and cap the raise at shoulder level.
This version starts with the handle across the front of your body, which most people find natural and easy on the shoulder. Running it behind changes the line slightly but feels awkward for many. Start with the front path and stay strict.
