Adherence is the deciding factor
The best time is the one you can repeat for months. A slightly better evening physiology means nothing if you skip half your evening sessions because life gets in the way.
The best time is whenever you will train consistently; performance edges to evening but adherence beats it.
Consistency matters far more than the clock, so train when you will actually show up. Strength and power tend to peak in the late afternoon and evening when body temperature is highest, but the difference is small. If mornings are the only time you reliably train, warm up a bit longer and train then.

Core temperature, strength and power tend to peak in the afternoon and evening, so PRs often come easier then. It is a real but minor effect, worth chasing only if your schedule allows.
If you train early, take a longer warm-up to raise your body temperature and prime the lifts, since you are further from your daytime peak. Some coffee and a light meal help too.
